Final customers play a two-fold role in facilitating the uptake of renewable electricity (RES-E): (i) flexing their demand to support the integration of intermittent RES-E into the system, and (ii) increasing the proportion of RES-E in electricity consumption. Shaping consumer behaviour in these two aspects is a critical task of electricity demand-side management (DSM) in the context of transitioning to a high-renewables electricity system. This PhD thesis explores legal approaches to leveraging electricity DSM to facilitate RES-E uptake, with EU law as a case study. It examines four key components of the EU legal framework for electricity DSM and analyses the associated legal challenges and regulatory gaps. These issues are identified by comparing EU legislation and its implementation rules against fundamental legal principles, essential attributes of the law (mainly clarity, certainty, and consistency), and legal objectives reflecting core tasks of electricity DSM.
